高级督察何尚生（刘青云）被劫持人质的劫匪伊健（郑伊健）点名到案发现场进行谈判，眼见伊健在现场的嚣张，何尚生斗意昂扬欲将其拿下，但被其逃脱。挫败激起何尚生的战意和好奇心，开始同伊健玩起“取赎金的游戏”来。 何尚生收到伊健寄来的数件艺术品的残骸，在国际刑警Ruby（黄卓玲）的帮助下发现被破坏艺术品均在同一间国际级保险公司承保，猜想伊健意图勒索该保险公司，遂前往展开调查，而此时伊健恰好致电该公司高层Teresa（林熙蕾）勒索一千万，尚生即刻接手案件，却发现事情远非想象的那么简单。
