　　在近未来时代，当沃坦星毁灭之后，由七个种族组成的沃坦人来到地球寻求帮助，希望能在这里安家。地球政府与沃坦人展开了大约六年的谈判，最终拒绝了他们的要求。沃坦人不愿离去，战争随即爆发。地球人的炮火击落了沃坦人的飞船，却不知道这些飞船里装载有造地机器。这种技术先进的超级机器不仅彻底改变了地球表面的形态，还让地球的温度急剧升高，地面开裂，人类的建筑全都化为灰烬和残骸。战争持续了九年，交战的双方都无法消灭对方，只好坐下来谈判。他们很快意识到地球已经变成了一颗与当初完全不同的行星，只有搁置争议、共同开发才能让双方都生存下去。 然而，一部分势力试图在这里建立新的社会秩序……

　　剧中讲述一名纽约警察Owen Strand（Rob Lowe饰）为了找回生活平衡，带同儿子来到得州。主角在处理自己的问题之余，还得在新地方继续保护市民。
