Ridley Scott、Man on Fire（《怒火救援》）的制作人Tony Scott、The Da Vinci Code（《达芬奇密码》）的制作人John Calley、Numb3rs（《数字追凶》）的联合制作人David W. Zucker、Into the West （《西部风云》）的联合制作人David A. Rosemont将联手打造本剧，导演是艾美奖获奖短剧Band of Brothers（《兄弟连》）的导演Mikael Salomon，剧本改编是Black Hawk Down（《黑鹰坠落》）的编剧Ken Nolan。
